2014-03-27. The Protection of Nationals in International Law
In light of the events in Ukraine, and particularly in Crimea, as Russia invoked the need to intervene to "protect its compatriots", sending troops to prevent a potential threat, or the use of armed force, by the Ukrainian Armed Forces, against "citizens", if they were to take such actions to prevent the declaration by the local authorities of the Autonomous Republic of Crimea, recognized by the Ukrainian Constitution, through a local referendum, of the region's secession and its annexation to the Russian Federation (as ultimately happened), a debate was opened as to whether there is a fundamental and legitimate right of States in international law, whether contractual or customary, to intervene to protect their "compatriots", in areas of sovereignty outside their national jurisdiction.
