A 1978 US law (Foreign Intelligence and Surveillance Act – FISA),[1] set out the conditions under which a special court (Foreign Intelligence Surveillance Court) would authorize electronic surveillance if there was evidence that individuals were involved in espionage or planning an attack against the United States.
