THE U.S. ECONOMIC APPROACH TO UKRAINE
The US Secretary of State, who recently visited Kiev, offered with this move, on the one hand, political support to the transitional government, which is disputed by Moscow, and on the other hand, going a step further, he promised financial assistance of $1 billion, in addition to the assistance that will be provided by the IMF.
Subsequently, in a speech at the American embassy there, referring to his government's policy, while emphasizing that intense efforts are being made to pressure Russia by all means to withdraw from Ukrainian territories, he warned that President Putin may have a ready plan to implement a new military operation throughout eastern Ukraine, emphasizing that Russia is waiting for the occasion to invade.
In our opinion, this remark by Mr. KERRY gives a very clear message to the transitional government in Kiev, that it must be very careful with its eastern neighbor, avoiding anything that could at this stage be considered a provocation, while analyzing the American offer of $ 1 billion, it becomes clear that the US will attempt to have a say in the future course of this country.
Officially, this specific aid will be used to protect vulnerable population groups due to the impacts that will arise from the necessary adjustments indicated by the IMF, however, it will also be the means for the installation of American experts who will assist both the Government in securing legitimacy in the upcoming elections and the National Bank of Ukraine, as well as the Ministry of Finance in combating the shadow economy and corruption, and will indicate how to return to the country the huge sums of money that were embezzled by various officials and businessmen, due to the mismanagement of finances by the previous government.
Also, in cases where Russia attempts to impose its will on Ukraine, using economic transactions as a weapon, they will provide their know-how and experience so that this can be addressed with appropriate complaints to the World Trade Organization.
Based on the above and given that Ukraine carries out the bulk of its trade with Russia and the other countries of the former Soviet Union, it is assumed that:
a. The Americans are attempting to gain access to this country through economic aid in order to influence and possibly shape its policy in such a way that their interests are served to the greatest extent throughout this vast geographical area.
b. Ukraine's support in various organizations (WTO) when confrontation with Russia is chosen will allow them permanent intervention.
(It is noteworthy, however, that the US has completely ignored, at least until now, the EU, and especially Germany, which led the effort to overthrow Yanukovych.)
It is understood that in order for the announced intention of the US Government to be implemented, it must be previously approved by Congress and it is more than certain that American leaders will take into account that their offer will probably end up in the treasuries of the Russian Government since, on the one hand, an increase in the price of natural gas sold to Ukraine by Russia is expected, on the other hand, as a creditor of Ukraine, Russia will demand the satisfaction of its financial claims of $2 billion arising from the sales of natural gas. It should also be appreciated that the instability of the region is probably not conducive to the development of transactions.
At the same time, on the political front, the American rhetoric condemning Russia for its intervention (to date) in Crimea, clashes with the previous actions of the US, which has a rich record of interventions across the globe, such as:
Intervention together with NATO allies in Serbia with the final result being the secession of Kosovo
Intervention in Bosnia
Invasion of Panama under the pretext of overthrowing the corrupt General Noriega.
Invasion of the small Caribbean island of Grenada.
Invasion of Iraq in order to overthrow dictator Saddam Hussein under the false argument of possession of weapons of mass destruction, as well as numerous other indirect interventions (Somalia, Yemen, Sudan, etc.)
Although it is redundant to mention, all interventions were always carried out on the grounds that humanitarian operations were being carried out.
Finally, we can conclude that the above actions demonstrate that for the American Governments, US interests must be enforced by all means, and in many cases they are above International Law, and it remains to be seen how strong these interests are in the case of Ukraine and to what extent they will escalate the confrontation with Russia, which, however, also acts accordingly when its interests are affected.
