The Strategic Development of UAVs: The Role of Management and Public-Private Partnerships

The development and exploitation of unmanned aerial vehicles (UAVs) is currently one of the most critical axes of military power and technological superiority. However, progress in this field is not simply the result of technological development; it requires an integrated model of command, institutional collaboration and strategic planning. UAVs constitute a force multiplier in surveillance, reconnaissance, deterrence and strike operations (Singer, 2009), and therefore their development is primarily a question of organization and policy, not just engineering.

Definition of Business Requirements and Usage Doctrine

The strategic use of UAVs requires a clear definition of their operational roles. The Armed Forces must determine whether their use concerns:

  • maritime border surveillance,
  • recognition in remote areas,
  • targeted strike operations,
  • or swarm operations for tactical superiority.

Without a clear doctrine, industrial efforts are led to fragmentation and technological discontinuity (Krepinevich, 2019).

Public-Private Partnership (PPP) Models

International experience demonstrates that defense technology is developed more effectively when the state acts as a strategic buyer and the private sector as an innovation agent (Mazzucato, 2013).
The PPP model allows:

  • Reduction of development costs
  • Shared access to infrastructure and laboratories
  • Steady flow of funding to research
  • Standardized production and maintenance process

Countries such as the USA and Israel have established permanent ecosystems of military-university-company collaboration, which have created systems such as Predator, Reaper and Heron (Inbar & Shamir, 2021).

Integrated Program Management and Governance

The successful development of UAVs depends not only on technological superiority, but also on effective project management. It requires:

  • Single coordination body,
  • 5–10-year fixed planning,
  • fast certification process,
  • testing and evaluation infrastructures.

The absence of a central governance system leads to delays, overlapping costs, and loss of expertise (Gholz & Sapolsky, 2000).

Innovation Culture and National Strategy

Turkey's success in developing Bayraktar-type systems is not solely due to technology, but to the adoption of culture:

  • business risk,
  • cooperation with universities,
  • tolerance for experimentation,
  • and national targeting strategy (Erdoğan & Aras, 2021).

In Greece, innovation is often hampered by bureaucratic constraints, fragmented funding and a lack of long-term vision. The transition to a functioning UAV ecosystem requires a top-level political decision and strengthening the defense industry with targeted funding tools, such as:

  • defense R&D competitions with fast deadlines,
  • co-productions with Greek companies,
  • AI/robotics clusters at universities.

In conclusion, the development of UAVs is a strategic undertaking of national importance. Technology is necessary, but not sufficient. The crucial element is management: the coordination of state - army - universities - private sector through a coherent, multi-year and institutionally protected framework. Without this, any technological progress remains disconnected and vulnerable. With this, it can be transformed into a pillar of deterrence and national power.
