[1] The Weekly Update on Greek and International Developments (EEDE) is prepared under the responsibility of the Editorial Team and does not express the views of ELISME.
[2] The Élysée Treaty between France and Germany (1963) brought a new spirit of cooperation to Europe, as the two former enemies began a process of rapprochement that made them the "engine of Europe". Their cooperation resulted in the rapid progress of the EU and the resolution of a number of issues that would have been impossible to address without it. The rapprochement reached such a point that joint meetings of the two countries' councils of ministers were held and consensus was reached on a wide range of issues. For some years now, however, the Franco-German "engine" has been experiencing operational problems: these are due to the (partial) emancipation of Germany after "reunification", to the latter's industrial infrastructure and export orientation and to the inward-looking tendency of German policy (without emphasis on undertaking international obligations with the exception of the economy - as was seen with the Greek crisis) in contrast to France's European policy mainly in the areas of foreign policy and defense. Today, the two countries disagree on how to deal with the energy crisis (subsidizing national industry against pan-European support), the acceptance of nuclear energy and the type of aid to be granted to Ukraine. Germany is also turning towards Central and Eastern Europe and wants to include Poland in the axis, thus overturning the Berlin-Paris (AKK) intra-European balance.
