Σκοπός του Ινστιτούτου είναι:

Σκοπός του Ινστιτούτου είναι: •Η αδέσμευτη και αξιόπιστη άρθρωση δημοσίου λόγου -με γνώμονα τη συμβουλευτική συμβολή στην εκπλήρωση των εκάστοτε Εθνικών Συμφερόντων και της ευρωπαϊκής ολοκλήρωσης- επί: – θεμάτων γεωπολιτικής (γεωστρατηγική, γεωοικονομία), – εξωτερικών και εσωτερικών θεμάτων εθνικού ενδιαφέροντος, – διεθνών θεμάτων, με έμφαση σε θέματα ευρωπαϊκού ενδιαφέροντος, •Η μελέτη και η παροχή εκτιμήσεων και εισηγήσεων σε φορείς του Δημοσίου και Ιδιωτικού τομέα, που προκύπτουν από την ανάλυση των ανωτέρω θεμάτων. Για την επίτευξη του σκοπού του, το Ινστιτούτο απευθύνεται σε τομείς και πεδία όπως: •Η εθνική στρατηγική, εξωτερική πολιτική, άμυνα και ασφάλεια, οικονομία, κοινωνία, ενέργεια, απόδημος ελληνισμός, τεχνολογία, πολιτισμός, ιδιωτικά συμφέροντα με εθνικές προεκτάσεις και η προστασία του περιβάλλοντος. •Οι διεθνείς σχέσεις, η κοινή ευρωπαϊκή εξωτερική πολιτική, άμυνα, ασφάλεια και οικονομία, ευρωπαϊκή διεύρυνση και εμβάθυνση, οι διατλαντικές σχέσεις, στόχοι, οργάνωση, προοπτικές και μετεξέλιξη του ΝΑΤΟ. •Η γεωπολιτική εξέταση χωρών, Διεθνών Οργανισμών και συμμαχιών που παρουσιάζουν εθνικό και ευρωπαϊκό ενδιαφέρον (ΝΑΤΟ, ΕΕ).

Οι Δυνατότητες και η Βιβλιοθήκη

Το Ινστιτούτο, υλοποιεί την αποστολή του και πραγματώνει τον σκοπό του με μέσα, τρόπους και δυνατότητες όπως: •Η έρευνα, μελέτη, ανάλυση και η έγκαιρη πρόταση κατάλληλων δράσεων και μέτρων -επί των θεμάτων του σκοπού του- μέσω των μελών ή ανεξάρτητων ειδικών αναλυτών/ερευνητών/μελετητών. •Η οργάνωση και εκτέλεση συνεδρίων, σεμιναρίων, ημερίδων, διαλέξεων, βιβλιοπαρουσιάσεων κλπ. ανεξάρτητα ή σε συνεργασία με κρατικούς φορείς, οργανισμούς αλλά και συναφή ιδρύματα του εσωτερικού και του εξωτερικού. •Η συμμετοχή σε συνεργασίες ερευνών/μελετών/αναλύσεων με κρατικούς φορείς, την ακαδημαϊκή κοινότητα καθώς και συναφή ιδρύματα στο εσωτερικό και στο εξωτερικό.

•Η προβολή και η προαγωγή των εθνικών θέσεων και θεμάτων μέσω διαλέξεων, σεμιναρίων, συνεδρίων, ημερίδων, συμποσίων, ανακοινώσεων στον έντυπο και ηλεκτρονικό τύπο. •Η έκδοση και η κυκλοφορία του περιοδικού ‘ΠΡΟΒΛΗΜΑΤΙΣΜΟΙ’.

•Η ανάπτυξη και ενημέρωση ηλεκτρονικής βάσεως δεδομένων και πληροφοριών (εγχώρια και διεθνής βιβλιογραφία και αρθρογραφία έντυπου και ηλεκτρονικού τύπου).

•Η δημιουργία και λειτουργία και άλλων γραφείων, πέραν των κεντρικών, εντός ή εκτός της ελληνικής επικράτειας, όταν χρειαστεί.

English Brief Description

The Hellenic Institute for Strategic Studies (HEL.I.S.S.) is a nonprofit organization that is situated in Athens. It is a continuationof the previous form, known as the Hellenic Company for Strategic Studies, which was founded in October of the year 1994.
That Company had come into being by a number of flag/General retired Officers coming from the Hellenic Armed Forces and it had been aggrandized after the participation of personalities coming from the Academic and Diplomatic communities as well as from the business sector, Journalism and other individuals specialized on International Affairs.
The transition to the new form, from a Company to an Institute did not cause any change to the general constitution and the formulation of the participants.
The Institute does not voice any political party or any state or private organization. That is why the Institute is known for its free expression.
The Institute goes on looking forward to enlarge all the issues of interest. That is, from the constituting personnel to multiple usefulness activities. So …
Aim of the Institute is to be employed with questions that bring up issues of strategic importance in a geopolitical-geostrategic environment.
More particularly:
– To form a view over:
a. the Hellenic National Strategy,
b. foreign policy,
c. security and defense
d. technology
e. energy
– To see thoroughly the European Union as a viable entity that is heading to a promising future. That is,
The present status and what it is foreseen for tomorrow.
The policy, over any challenges temporary.
Exploiting whatever opportunities appear from the sector of modern science and advanced technology.
Secure the European community.  This will be achieved by defending against any conventional or asymmetric threats. 
-To  study, research and analyze  issues of military strategy significance, of economic aspect, of  the human actions that impact negatively against nature and further subjects concerning problems rising in the Hellenic sovereignty, the wider Balkan peninsula, the existing territorial extent of the European Union, its estimated or foreseen enlargement of tomorrow, the general area of the Mediterranean (nowadays  the East Mediterranean specifically) and the Black Seas and/or any other area that may be deemed as necessary.
-To examine Security issues of the above regions.
-To hand in proposals to either government bodies or privates, that are based on studies-analyses on all those above mentioned.

Objectives are achieved by:
-Carrying out research    
-Presenting issues and their analyses in the form of lectures, one or more day’s seminars, press releases, publishing special notes or bulletins and journals and organizing presentations at home and abroad.
-Cooperation with government bodies, organizations and other respective domestic or foreign foundations/institutions in order to analyze matters of common interest and exchange information on all relative fields.

The Institute continues the practice of the predecessor Company that used to carry out studies for the Ministries of Foreign Affairs and National Defense. Also the Institute has the capacity to organize congresses under the auspices of all the Ministries without any exception on every pointed out subject apt to executive interest. Furthermore it can carry out studies and conferences concerning issues of National interest and Defense programs. There have been renowned the Special International congresses for  Defense programs of the Hellenic Armed Forces and strategic evaluations on the European future defense and eventualities that took place in 1999,  2001, 2003, 2005, 2007 and 2009.
Unfortunately after the appearance of the economic crisis, the Institute was affected as well. This crisis caused a non pleasant impact on the international activities of the Institute.

Institute’s Organization.
The Institute is formed by the Board of Directors and its Members. Members are Greek physical persons that comply with the terms of the Institute’s constitutional charter. The number of Members can be unlimited.Someone to be approved as a new Member first is needed to be recommended by at least two older Members of the Institute. Officers of the Hellenic Armed Forces and Security Bodies, following their Services commitments, can be approved through an easier procedure. The annual money contribution of the Members is fixed from the Board of Directors. The amount of money can be reconsidered by the General Assembly.The Members can follow the meetings of the Board of Directors. They also may express their opinion when time is available.
The Members unexceptionally get an -in time- notification for every coming activity of the Institute, in order to attend it.
The volunteering Members after the approval of the Board of Directors can participate to under composition work committees so to help the Institute to perform correctly after their expertness assistance.
The Members receive the Institute’s magazine for free as well as they can be counted as writers in it.  They also can present their point of view in the pages of the website of the Institute.
The Members have not any right on the money in deposit of the Institute. They can get an amount of money in case of income that is provided after performances that claim expenses.
The Board of Directors can reconsider the status of a Member if the certain Member undermines the objectives of the Institute, or reflects negatively in the decisions of the BOD, resulting against the principles of the Institute. A Member also can be ousted of the Institute, in case he is not logistically discredited.

Economical Resources
The Institute’s property is based on:
a.Annual and some extra payments from the side of the Members.
b.Donations from Members or other physical persons.
c.Allowances and subsidies coming from state or private foundations.
d.Any kind of income or property element that comes out of exploitation of its means and its performances.
This money is used to cover the Institute’s functional expenses.
Every four years the Members are called to elect the Board of Directors. The elected Council in its turn elects the Chairman of the Council.

General Assembly
It is fixed to take place once in the beginning months of every year. In this assembly are met only members with the voting right.
During this assembly:
a.The Board of Directors communicates the annual report for the year that just passed.
b.The cashier’s statement of receipts and disbursements is put in, as well the budget for the running year.
c.The report of the Financial Inspection Committee for the past year is submitted to approval.
d.The Board of Directors and the Financial Inspection Committee are exonerated from any responsibility.
e.Three members Financial Inspection Committee is elected for the following year.
f.Whatever subject of importance for the function or the future of the Institute may be under discussion.
g.Every four years the General Assembly goes to Elections for a new Board of Directors.
     

Organs of the Board of Directors with a specific duty are:
a.The Secretary General
b.The Cashier
c.The Studies’ Director
d.The Publications manager
e.The Public Relations Manager and
f.The Financial Inspection Committee, which ascertain the fiscal situation and the legal endurance of the Institute.
Board of Directors

The Members of the BoD are 12 plus 3 Substitutes. There is one vice Chairman.
Let us mention the restrictive terms, which does not allow Members of the Board of Directors to be active members of political parties. Also, because of the Institute’s profile that provide issues of security and defense the members of the BoD must be at least six out of 12 deriving from armed forces origin.
The Members of the BoD are volunteers. This means that they are not paid for their work.
There is a meeting of the BoD once a week. The presence of the Members of the Institute in these meetings is well accepted.

The BoD occasionally assigns Work Committees that work on:
a.Geopolitics – Foreign Policy
b.Europe – International Organizations
c.Security – Defense
d.National and Domestic Affairs.

HEL.I.S.S. Issues the quarterly magazine “Problimatismoi” (Questionings). The topics of the magazine are focused in timely matters concerning regional or wider security, defense, international affairs, conflicts around the world and the impact in Greece alone or in the frame of the EU. This magazine can be considered as a source of knowledge, on what is going on globally followed by a number of relative evaluations.

Present views of the Institute in brief
Over the European Union:
It is needed a more vigorous and consistent effort from the side of the Union’s participant states, so to retain a determined presence in the world doings.
Over NATO: It is supported the state of reciprocal trust and respect between the member states, so to focus on the objectives, which are initially put in the common agreement.
Over the economic crisis: The Institute sees the whole thing more as a political problem and a political mishandling than a real economic crisis.
About Turkey: The Institute opts for a sincere relation, by avoiding diplomatic tricks, threatens and a meaningless series of boastful statements like the expressed one by the Turk minister of foreign affairs about zero problems with Turkey’s neighbor countries. It is loudly proven that Turkey is involved in all kinds of disarray with all -unexceptionally- the neighboring countries.
The Arab countries are seen as honest friends where it is expected an integration of collaboration, principally in economic and cultural fields.
Over the Cyprus question, although there is need to see things from the pragmatic point of view, nonetheless Cyprus is the place of Hellenes since the narration of mankind that is presented by myths, legends and written sources.
